Abstract:

Under what political conditions are states willing to "risk migration" and how do states manage migration for strategic gains? To answer these questions Hollifield draws analogies between the political economy of trade and migration stressing the importance of international regimes that allow states to institutionalize openness and overcome problems of coordination. He reviews the contributions of international relations theory to the study of migration and explains how 'liberal institutionalism" can help us understand the evolution of world migration in the post-1945 period. The paper concludes with a discussion of the emerging "migration state."
